Like Philip Skill my understanding is also that giving screening/scoping opinions is a stat. requirement therefore can’t be subject to a pre-app charge. But when local fee-seeting for applications finally arrives there would be justification for charging more for applications with EIAs in recogition of the extra time spent both pre and during the consideration [...]
